Redskins Propose 4 Rule Amendments For 2015

Reviewable plays, coaches' challenges and cutdowns/player limits were the focus of four rule amendments proposed by the Washington Redskins for next week's annual league meetings in Phoenix.

The Washington Redskins next week will have four rule amendments submitted to officials at the annual league meetings in Phoenix.

The Redskins' suggested changes – which were submitted for reasons that include "competitive fairness and integrity of the game" and "player safety and player development" – will be placed in front of league officials at the Arizona Biltmore in Phoenix March 22-25.

The Redskins 2015 bylaw proposals include:

  • Amend Article XVII, Section 17.1 (F) of the Constitution and Bylaws on Cutdowns and Player Limits
    • Currently the law reads "Subject to the provisions of Section 17.3 of this Article, clubs will be required to reduce their Active Lists to 75 players by 4:00 p.m., New York time, on the Tuesday after the third preseason weekend and to 53 players by 6:00 p.m., New York time, on the Saturday of the fourth preseason weekend. The claiming period for players on waivers at the final cutdown shall be 12 noon, New York time, on the following day (Sunday)."
    • As it stands now, teams are required to cut down their training camp rosters from 90 players to 75 on the Tuesday after their third preseason weekend, and then cut again from 75 to 53 players on the Saturday of the fourth preseason weekend. The Redskins are proposing eliminating the cut down to 75 players altogether, giving teams more available players throughout the preseason.
    • The Redskins cited "player safety and player development" for this bylaw proposal.
  • Amend Rule 15, Section 2, Article 4 (Reviewable Plays, pgs. 77-78); two proposals
    • Currently, the law reads "The Replay System will cover the following play situations only: 1. The position of the ball with respect to a first down; 2. Whether more than 11 players were on the field at the snap."
    • The Redskins are proposing adding a third caveat to reviewable plays: any personal foul penalty. They cite "competitive fairness and integrity of the game" for this bylaw proposal.
    • In a separate proposal, the Redskins are also proposing adding another caveat to reviewable plays: any penalty which results in an automatic first down – also citing "competitive fairness and integrity of the game" for the suggestion.
  • Amend Rule 15, Section 2, Article 1 (Coaches' Challenge, pg. 77)
    • Currently, the law reads: "In each game, a team will be permitted two three challenges that will initiate Instant Replay reviews. The Head Coach will initiate a challenge by throwing a red flag onto the field of play before the next legal snap or kick. Each challenge will require the use of a team timeout. If a challenge is upheld, the timeout will be restored. A challenge will only be restored if a team is successful on both of its challenges, in which case it shall be awarded a third challenge, but a fourth challenge will not be permitted under any circumstances."
    • The Redskins are proposing to eliminate the requirement that a team be successful on each of its first two Instant Replay challenges in order to be awarded a third challenge. They again cite "competitive fairness and integrity of the game" for this bylaw proposal.
