A native of Virginia, Joe Dowell is entering his second season with the Commanders as the Executive Assistant for Player Personnel.

Prior to joining Washington, Joe worked for the Miami Dolphins as a Team Operations Staff Assistant.  During the 2024 NFL season, Joe was part of the Tampa Bay Buccaneers Emerging Talent program as a Team Operations intern. He received recognition in this role for his efforts in evacuating the Buccaneers during Hurricane Milton. 

Dowell is a two-time graduate from William & Mary, where he earned a Bachelor of Arts in Government and a Master of Education in Higher Education Policy, Planning & Leadership. As a member of the Tribe, Dowell worked as the Director of Football Operations, where he played an integral role in recruiting, team travel, and day-to-day operations of the football program.
