LOUDOUN COUNTY, Va. – The Washington Commanders announced today the team's 2025 Nunn-Wooten Scouting Fellows – Andrew Dowell and Luke Carr. Dowell and Carr will join the team for the remainder of the offseason program and two weeks of training camp.

  • Andrew Dowell played linebacker in the NFL for five seasons (2019-2023) with the Dallas Cowboys and New Orleans Saints. After signing with the Cowboys as an undrafted free agent, Dowell spent part of training camp in Dallas before being signed by New Orleans and staying with the team for the duration of his career. He has previous experience with The Draft Network (2021), Fanatics (2023) and New Legacy Partners (2023) in various scouting and business-based roles. Dowell attended Michigan State University where he played linebacker for four seasons (2015-2018) and is currently in pursuit of his Master of Legal Studies in Sports Law and Business at Arizona State University.
  • Luke Carr is taking part in the Nunn-Wooten Scouting Fellowship for a second offseason. He was a Nunn-Wooten Scouting Fellow for the New York Jets in 2023. Carr currently serves as the Director of Player Personnel for the University of Wisconsin-Oshkosh football team. Additionally, he played offensive line for two seasons (2021-2022) at the University of Exeter in Exeter, United Kingdom where he was a member of the highest scoring offense in British Division I football in 2022. Carr spent time with The 33rd Team prior to his current role at University of Wisconsin-Oshkosh.

Established in 2015, The Nunn-Wooten Scouting Fellowship exposes interested and qualified candidates to a career in professional scouting. The program gives participants a unique glimpse into Player Personnel by introducing them to various areas related to college and pro scouting within a club. The fellowship, named in honor of Bill Nunn, longtime personnel director for the Pittsburgh Steelers, and John Wooten, a former NFL player and front-office executive, is part of the NFL's Football Development program under NFL Football Operations.
